A parish council is not the planning authority, but under the local government act 1972 it is able to make observations to the planning authority upon applications in its parish. The planning authority for Bewerley Parish is Harrogate Borough Council (HBC).
Generally, the parish council's view as principal consultee will take the form of a brief statement to HBC using one of the following responses;
A. The Parish Council has no objections.
B. The Parish Council objects on planning grounds. In this event,
the Parish Council will refer to the policy reasons for adopting
this view.
C. The Parish Council does not object to or support the application
but wishes to make comments or seek safeguards. In this event, the
Parish Council will set out its comments when responding.
D. The Parish Council supports the application.
It must be remembered that HBC are the ultimate arbiter in planning matters, and Bewerley Parish Council are merely responsible for considering policies and summarising local opinion. There have been occasions in the past when HBC has overridden the views of the Parish Council.
